I've now set up IIS/MySQL/PHP on Windows server 2008 and can confirm the behaviour described for version 1.1.00 of the connector, i.e. the new consumers are not saved the the DB. The problem is caused because the LTI connector with the MySQL connector sets the tableprefix to NULL (the MySQLi connector works). I don't believe this is a Windows issue --- these remarks should apply to Linux based WordPress too.
If you have access to the server you can force WordPress 4.4.2 to use MySQLi as the connector by adding (assuming you have the MySQLi connector):
to the wp-config.php. With PHP 5.5 WordPress 4.4.2 should automatically use the MySQLi connector.
If you have to stick with the MySQL connector then a quick cheat will fix things. Edit LTI_Data_Connector_mysql.php and make line 51:
$this->dbTableNamePrefix = $wpdb->prefix;
on line 35.
